We are a Civil Engineering firm that specializes in helping our clients solve stormwater infrastructure problems and improve communities. We have extensive experience, a wealth of knowledge, and abundant resources to draw upon to deliver practical and feasible engineering solutions.  Our primary area of focus is Stormwater Enginering.  We plan, design, engineer, renovate, and manage water resources facilities ranging from storm drains and channels to levees and floodplains, to lakes, ponds, and reservoirs. When you hire us, you are getting Experience, Know-How, and Guidance.  Our Senior Engineers will actually work on every aspect of your project as well as be your day-to-day contact person and project manager.  We put our best players on the field to create the action and do what they do best rather than putting them on the sideline to observe and oversee the actions of the less experienced. The benefit to our clients is an efficient progression through the engineering process, a smoother path to approvals, reduced engineering time, and reduced costs.

Jonis C. Smith

Jonis is the Engineer's Engineer, a seasoned professional Civil Engineer with over 29 years’ experience in Stormwater Engineering, Lake Engineering, Land Development, and Infrastructure Engineering. Mr. Smith learned the highly technical and very nuanced practices of Stormwater Engineering during a 17-yr period of working with four of the premier Stormwater Engineers in Southern California: Bruce Phillips, PE, Scott Taylor, PE, Johan Perslow, PE, and Mohammed Rowther, PE. He developed passion for Stormwater Engineering and a great appreciation for the often unnoticed yet invaluable contribution that Stormwater Engineers make to society. Throughout history and throughout the world floods have destroyed communities, economies, countless lives, and businesses. The practice of Stormwater Engineering to control flooding and protect stability in our communities is a very noble cause.  An in-depth understanding of stormwater provides Mr. Smith with the ability to develop effective/practical/simple solutions to complex stormwater problems. Mr. Smith credits his teachers with shaping his understanding of stormwater engineering through the many hours of advice, guidance, and mentoring they provided to him over the years. Mr. Smith also has over 20 years’ experience in the design of Community Lakes, Recreational Lakes, Golf Course Ponds, Reservoirs, Fishing Ponds, Swim Lagoons, Water Treatment Lagoons, and Infiltration Ponds. Mr. Smith learned the art and science of Lake and Water Feature Engineering and Design during his time working with three of the premier lake and water feature designers in the world: J. Harlan Glenn, PE, Johan Perslow, PE, and Kenneth R. King, PE. Mr. Smith developed a unique design approach that takes the best of the design approaches that his teachers developed and combines them to create a lake system design process that betters the work of his mentors in water quality, maintainability, safety, sustainability, and aquatic ecosystem health. Mr. Smith was also trained in the techniques and practices of Lake Assessment and Lake Management by Dave Glenn (LMI) and J. Harlan Glenn, PE.  Mr. Smith is also a hobby sport angler/fisherman that has spent many days fishing the manmade and natural ponds, lakes and reservoirs throughout California, Arizona, and Oregon. This has provided Mr. Smith with tremendous informal training and hands-on education on fish habitat, lake ecosystems, freshwater fishery issues, and effective lake/pond management practices. He is also a member of the board of directors for the Muli Childrens' International Education Program, a non-profit organization that gives education scholarships to disadvantaged high school students in Kenya that show promise in math and sciences.

Timothy M. Muli
MSCE, PE, CFM, QSD/P, LEED AP
principal

Tim is a professional engineer with 23 years of experience in stormwater management, civil design, flood control engineering, bridge hydraulics analysis and design, stream restoration design, water quality permitting, low impact (LID) stormwater management design, and has been involved in many private and municipal infrastructure projects throughout Southern California. He has successfully engineered and managed planning level designs as well as final designs (PS&E) and construction processes for multiple public and private projects, including projects requiring resource agency and construction permitting process. He has experience in Floodplain mapping and processing of FEMA Conditional Letter of Map Revision (CLOMR), Letter of Map Revision (LOMR), Physical Map Revision (PMR), and Letter of Map Amendment (LOMA)) applications. He is an expert in complex hydrology and hydraulic modeling and analysis and has worked as an expert reviewer for and on behalf of the County of Orange on complex hydrology models and runoff management plans. Mr. Muli also has experience in roadway drainage and has prepared many plans, specifications and estimates (PS&E) for public and private sector clients for projects in California and Washington State. Outside of his work, Mr. Muli has been part of many humanitarian/charity efforts around the world. He is a member of the Engineers Without Borders (USA) and has been an active member of the design and implementation teams for water, sewer, and bridge projects in Kenya and Mexico. He is also a co-founder and president of the Muli Childrens' international Education Program, a non-profit organization that gives scholarships to disadvantaged students in Kenya, who without his support would not afford to go to school.
